request for ship presets as you build

Hi

I'm wondering why it's so that if you choose high preset, all the docking computers, radars etc are not maxed out but to minimun setting? Also with all trading & mining ships it would help to have all of the crew set on as normal crew and not half as marines by default. It's quite rare that you make a boarding ship and normal crew (as I believe) is more efficient for ships actual work.
